I dunno about mobile phones (since I don't own one), but I can confirm this for modems/routers etc

ISPs dynamically assign ip addresses to you, due to limited IP availability, or at least that's what they say anyway.

Although, this isn't done in all areas... but definitely in large cities though.

To make sure it's different, you can always use something simple as this:

On an unrelated developer/site-admin note: this is why it's pointless to ban people via IP on sites and whatnot. Since IPs tend to be dynamic, plus proxies can easily be used etc Unless during an attack, it is rather pointless.

ps. i think i heard that you can change your IP address if you turn off your dsl/modem cable for 5 minutes then turn it back on.

and if you vote from your mobile web on your phone you have a different ip adres everytime you come online with your phone.. not sure though..
